Module 1: Sustainable, smart and sensitive cities. The answer to the new green, digital and global economy.
S3 cities face multiple challenges:
- The urban development and the necessary resource planning. Ensuring access to basic services, guaranteeing their economic and environmental sustainability.
- The quality of life and economic sustainability. Ensuring a model for attracting investment and retaining talent that favors their survival and future development.
- The fight against social inequality and security as pillars of coexistence.
The responsible, participatory, innovative and efficient city requires government models that move towards a transparent, transformative leadership, capable of attracting resources and capacities to promote the generation of local and regional wealth.
Module 2

Energy sustainability and climate action
Climate change has a major impact on the functioning of cities. Cities must be prepared to manage and adapt to climate change, achieving levels of energy sustainability and urban resilience to create resilient and sustainable cities.
Social inclusion and services
One of the most important responsibilities of governments is to include all citizens in political and economic life. In addition, they must ensure access to basic services that meet all needs. For this reason, accessible, affordable, acceptable and quality services must be promoted in cities.
Sustainable and accessible infrastructures
Innovation in urban planning and sustainable infrastructure can generate employment, economic development and efficient use of resources. Within this planning, both environmental and social aspects must be taken into account, creating holistic solutions that respond to the needs of the population.
Sustainable Mobility Smart mobility
Access to safe, accessible and sustainable means of transport is one way in which governments can foster the development of cities. Mobility plans should have inclusive planning, taking into account both urban and rural planning, as well as the needs of citizens.

Module 3: Stakeholder Engagement in S3 Cities
- Transparency and access to public information are essential to achieve participation in local, state and international governments. Without information, elections are mere formalities; and ignorance delegitimizes power. It is also essential to fight corruption, protect fundamental freedoms and achieve sustainable and inclusive open governments, digitally connected to citizens to provide quick and effective responses to their needs.
- The average citizen of transparency is able to monitor public performance on environmental issues, thus achieving a sustainable community. Digital connectivity will allow an almost instantaneous relationship between power and citizens with the ability to meet the needs of citizens.
- The decisions made by local and regional governments must be inclusive, participatory and representative. They must respond to the changing needs of citizens.

Faculty
A team of teachers and experts with up-to-date knowledge and real experience in the management and implementation of S3 cities.
Methodology

The sessions are composed of master classes, dialogues with experts and a forum to reflect and debate on the issues developed in the program. Each session includes a previous reflection on an issue proposed by the teaching team to introduce the topic to be discussed, using videos or current news to encourage this reflection.
